So far, I have "Comfort and Joy" from Bat Boy with 10 key changes.
How many do you count in this one?

'The Prince is Giving a Ball' in R&H's Cinderella, the movie version with Brandy, has an INSANE amount of unneeded key changes.
"The Song that Goes Like This," from Spamalot.
I was about to post exactly what BenKaye did.
"If I Can't Love Her" from Beauty and the Beast sounds like it has a ton, but it only has 2. But it sounds like a lot because the key changes are only two lines apart.
Oh yeah, and "Evermore Without You " from The Woman In White has a bunch. Half the time, I'm not sure whether a key change just happened or if the singer transformed into a completely different person mid-verse. He goes from a weird falsetto Michael Crawford impersonation to a big deep voice to an even bigger, boomier sounding voice to the weird Michael Crawford impersonation again.
