Where can I find that Treat Truck thing that has cupcakes in ice cream cones? Does it have a permanent spot or does it vary, driving from spot to spot?

I remember when I was little, someone in my kindergarten classes's mother made those for all of our class parties.
so there's probably a recipe for them floating around somewhere...

For my dad's birthday today I made chocolate cupcakes with peanut butter icing!
They turned out great, if I may say so.
Anyone ever made them?

I'm in love with Sprinkles Cupcakes. They're delicious and their strawberry cupcakes are very much worth $3.25. 
They need a store out in New York NOW!
