also I have a vague memory of someone strange like James Van Der Beek (dawson) in Cats costume, maybe it was a dream?!

It was actually David Hyde Pierce in the cat costume, not Dawson (he was probably about 12 when Caroline in the City was on). But I do remember it being a really funny episode and he was hysterical in it. And yes, the neighbor was a dancer in Cats. And why do I know so much about this second rate sitcom???
And let's not forget Malcom Gets as a series regular.
