The problem is - they DO shout. I've been riding the train between DC and NY for a long time. This trip used to be a good opportunity to rest or read for a few hours. There have always been conversations going on around me but they were kept down at a reasonable level. About the only irritating noise you'd run into was an occasional crying child. Now there are loud conversations going on all around you via telephone. People speak very loudly over the phones in order to make themselves heard by the other party. Unfortunately it means that everybody else around them also must hear them too. AMTRAK has recognized this problem by placing a 'quiet car' at the beginning of each train. Absolutely no phones (or children) are aloud in this car. Unfortunately it is so popular that it fills up quickly. It will only get better when they designate the dining car as the only acceptable place to use phones and make all the other cars phone-free.
And believe me - that irritation is not limited to trains. It goes on all around you and it will never get better until people take responsibility for their own actions and start showing a little consideration for the other people around them.
