Though comparisons are inevitable, right now, they are hardly the same.
Britney was groomed from an early age to be a performer. She had the glossy veneer of a Mousketeer which she has been trying to redefine for some time now.
Madonna, on the other hand, has an air of legitimacy about her because of how she rose from Martha Graham dancer to a scrappy songstress on the NYC club scene to...well...provocateur and business-woman extraordinaire.
Her political conscience was stirred when she saw her friends and early supporters dying in the early and mid 80's. Britney's persona has its roots in the house that Walt built. Madonna's artistic and personal lives seem dominated by the death of her mother when she was only 10.
Perhaps Britney is much smarter than she's leading us to believe. But the thing about Madonna was you always knew she was smart (street and otherwise) and she used that, coupled with her powerful sexuality, to create a striking and strong image of a woman.
