Austria was anything but repressed.
Now later on during the 80's or 90's (I believe) when the far right came to be in office there was a repressed time for foreigners......but I don't ever remember Austria being repressed during A's life for it's own white citizens.......yes I said white, as it's totally different for foreigners there.
Are you maybe thinking during the war? Or perhaps the former Czechoslovakia, Poland, or Hungary?
It is ridiculous to set a detective story in New York City. New York City is itself a detective story...
