Does anyone have any idea how to create a small, safe stage smoke puff effect that does not involve fire? Any help at all would be very appreciated...Thanks!

Well it depends on the look you are going for, but a messy option could be baby powder.

There are smoke chips that activate with water. They do get hot though. I believe they contain sodium.

Try Alcone in Long Island City. They might have them or they will have an A B smoke which is two chemicals when combined make smoke. Gary Zellar might have it too or something that is along the same lines.
