He's Mr. Stratton, Rick's dad on Silver Spoons!
I don't know if they played the spoons, but they did play with Alfonso Ribeiro. And had this really cool train that ran through their living room.

Have always wondered, how are you supposed to eat from an appetizer spoon? Are you supposed to put the spoon directly in your mouth, or take another implement and scoop the food out of the spoon?
