I use Palmer's Cocoa Butter Formula with Vitamin E Swivel Stick. It's not sticky and it has a fragrance that's not too overwhelming, unlike some Chapstick scents. I usually swipe it on before I go to bed each night and it works pretty well.

I'm late to the party on the lip balm debate, but I'll add my 2 cents. I like EOS under lipstick because it's more waxy & not slick or shiny. I also really like Maybelline Baby Lips in pretty much all the colors. They're moisturizing and give a little color depending on the shade.
