The mother, Torry Ann Hansen, a registered nurse from Shelbyville, Tenn., said the boy was “violent and has severe psychopathic issues.” She added that she “was lied to and misled by the Russian orphanage workers” about his troubles.

I will probably get slammed for this and I am not in any way forgiving the incident, but she contacted a lawyer and he told her since the child was still a Russian citizen, this is what she should do. The child told several people that he was going to burn the house down with everyone inside it. He drew pictures of the house burning. He threw a heavy vase or something similar at his aunt's head. They said they were scared to go to bed at night. The final straw was the grandmother walking in and seeing him trying to set things on fire in his bedroom. She should have sought help for him locally. I have not read anywhere if she did or did not. I can only imagine it was terrifying and the mother thought she had messed up her life. When you adopt, just like when you give birth, you never know what you are going to get. If you have a child, sending it back is not an option. If she felt like she had been misled by the Russian agency, she may not have thought she had another course of action. The grandmother flew with him to DC, but she sent him alone on to Moscow. Maybe they couldn't afford two tickets, one of which is one way and probably 5x the cost of round trip.

Even assuming all that's true, they apparently didn't contact any local agencies for help with the problem.
According to a New York Times article, an agency that did home visits to the Hansens were not told the severity of the problems; they said the mother indicated that she was pleased with his progress.
The agency, Adoption Assistance, said, “If this mother would have contacted us when the adjustment problems began, we would have worked with her on the issues or arranged alternative placement.”

That's the part that I can't even begin to stomach. Why not seek help for the kid? If he had behavioral or psychological issues, they could have even reached out within his school district. Do you think she just discovered being a parent was too hard?
My argument of looking at it from all angles comes from the many parents I know who have had to put their children in residential facilities. They get slammed so often for not being able to parent their children, but there are situations where you just can't. Most of the kids in that situation that I know have developmental disabilities, but I know some where it's only psychological. I have an acquaintance through work whose son has such anger issues at 9 that he busted out a window with his elbow, grabbed a piece of the glass and threatened to kill his younger sister with it. It's terribly heartbreaking. He ended up needing over 100 stitches by the time the incident was over. Another mother, a friend of a friend, drove off a bridge with her 7 year old daughter in the car because she just couldn't take it anymore. It doesn't sound like the mother of the Russian boy was in a very similar situation, but it does happen. I truly feel sorry for him and for all the kids whose adoptions were put on hold because of it.

The parent drops the kid off in one place, an attendant accompanies the child to the plane and another assures that he gets to the person who is supposed to pick him up. The idea of attaching a note and returning him is pretty horrible, but the flight itself is the least of the issues.
