Why isn't there a category for Best MakeUp and Hair Design for any of those shows?

Because in the canadian Broadway they don't do their hair or make up. They like more raw performances.

but that's Leah Michelle at the Awards... she has makeup on for the shows...

all theatre shows have a head of department for makeup

one who takes the time to sit down with the director and design a certain look and basically bring the look of the characters to life
