Someone posted this once before, and now for the life of me, I cant find it.
What is the name of the rule that allows you to receive a refund if an above the title performer is out? I know it has a specific name and can't find it.

It's not so much a rule as it is law: the name above the title technically puts the actors names as part of the title. Which means ticketbuyers have an expectation that the performer will be there. Since we are dealing flesh and blood individuals, the only legal remedy is a refund or exchange. As far as I know there is no specific law that details this; it's a general consumer law regarding advertising.
