I don't think it is a mistake, or that it is because of the limited colors. I think it is because it shows that Glinda is not all "good" and possibly jealous. The "green-eyed monster", remember . . . .?

Technically, they wouldn't have to spend more money to make her eye another color - once you're printing on a four color press you can mix the colors to form any other color at no extra cost.
It's obviously done on purpose as part of whatever concept they had for the show's graphics. Maybe the deep underlying theme is Glinda's innate jealousy of Elphaba?

Cheyenne Jackson tickled me. AFTER ordering SoMMS a drink but NOT tickling him, and hanging out with Girly in his dressing room (where he DIDN'T tickle her) but BEFORE we got married. To others. And then he tweeted Boobs. He also tweeted he's good friends with some chick on "The Voice" who just happens to be good friends with Tink's ex. And I'm still married. but why does everyone jump on the mocking bandwagon?
its mean and not true. i'm a wicked fan and I am not one of those ditzy teenage girls you always refer to who are so obsessed with idina. its a good show, it has a valid reason to be on broadway. lets put the wicked bashing to rest.
