This addresses two big things in the thread:
1) Blonde actresses are "allowed" to play Nessarose.
2) Nessarose can be/is wigged.
However she does have a few pics on her Instagram, where she isn't wigged as Nessa. Her hair in those pics doesn't look very blonde though.
I'm sure anyone can play Nessarose if the casting directors like her enough.

The aforementioned Kristine Reese has curly hair. One actress I know that had shorter hair wore extensions when she knew she was going on for 4 performances.

Sure they are. In the Brazilian production of Wicked, one of Nessa's understudies was blonde and she was not wigged (I'm sure the lead and this u/s weren't... not so sure about the other understudy...)
Female actors in Broadway productions are often wigged with a style that resembles their natural hair. It is ultimately far more efficient, healthy, and cost effective than daily styling and the continued maintenance of that style.
Further, many roles/tracks don't have a box that gets ticked "wigged" or "non-wigged." It can vary depending on the actor in the role. Ashley Parker Angel, for instance, has spoken about how he started without a wig when he played Link in Hairspray, but ultimately switched over to using one because of the demands of constantly styling his hair.
I'm not sure why this is such a sticking point.

Thats a WHOLE LIE!!!! Of the OBC Schuylers, only Renee wore a wig, and both Sasha & Ariana wore their natural hair. There are women in Waitress who aren't wigged. Phoenix Best isn't wigged in DEH. There are TONS of shows where actresses aren't wigged. Do some research and stop making crap up!
It's just wigs. Calm down.

If she wears a wig in ‘No One Mourns The Wicked’ then she wears a wig throughout. You can’t get all of the pin curls out of someone’s hair and style it for the Nessa look, before she makes her entrance. There simply isn’t enough time. Even if there was, that’s a lot of unnessary stress on an actors own hair, they wouldn’t.
It’s more likely she simply wears a hat to disguise her during the opening."
You're right, it is more of a hat. Not a legit wig. There is hair attached though that makes it seem as if she is wigged during NOMTW. I'm not here to argue with anyone, but out of the 26 different times I've seen the show, there was NO wig on Nessa. I have seen blondes, people with bangs, and simply brunettes and they all had their natural hair. She might've been wigged in the early years, but she certainly isn't now.

This is from Kristine Reese telling why she wore a wig at first since she was brought up in this.
"I had a wig as an u/s because there previously hadn't been any blonde Nessas before me. When I was promoted they just used the same wig, but it was much too dark for me. Joe Mantello hated it. He said, lets use her real hair. There was a discussion bc, GASP, I have blonde hair, but they didnt care. I let my hair grow for the rest of the tour and we did a rinse so it wasn't so blonde. And thats the story."

I didn’t mean to “alienate” or “victimize” anyone. I guess “allowed” is the wrong word to use here. I meant to ask if there had been previous blonde Nessas. I was simply curious. I should provide some backstory. I’ve seen Wicked three times in three different locations (London, New York, and tour) and I’ve never seen a blonde Nessa. I was just wondering if there had been/are blonde Nessaroses. It may be a silly question to you, but it’s really nothing to get upset over.
