I agree with BFB and B12B. He was a brilliant and exciting man.
What is a "creative biography"? Sounds like the kind of thing a literary executor SHOULD say no to.

From my understanding, the book was to be a compilation of conversations with people who worked intimately with Howard assembled to explore his creative process... not necessarily the fact that he was born on whatever day in whatever town.
I'm sorry you sympathize with the pass. To those of us who think "I wanna be your bruise" is banal, it is a SAD loss.
Oh, I thought you meant it was to take creative liberties and include "dramatizations." Compilations of conversations never sell very well, usually only to the participants and the most devoted fans. Perhaps she was afraid it would be a lot of work for a smallish result that would do nothing to enhance the estate. Or perhaps it was the way it was pitched.
I'm curious as to the intended author was. You can PM me if you don't want to post it publicly.
Someone should do a musical with all the "lost" Howard Ashman matieral ala A Class Act, but Off-Broadway. I don't know how well it'd do on Broadway.

Sondhead, have you ever heard the CDs Disney released as a set called "The Music Behind the Magic?" It's a 4-CD boxed set describing and demonstrating the process of writing the music for Mermaid, Beauty, and Aladdin; work tapes blend right into demo versions into final tracks. It is wonderful, wonderful, wonderful to hear Ashman singing his own songs in progress and Menken working out the piano or bass feels for various songs. Early, not-as-good lyrics to Beauty and the Beast, Part of That World, etc...it's all just fascinating. And you've got to check out the recording of Ashman singing and doing every word of dialogue for Poor Unfortunate Souls - absolutely brilliant.
