Being above the title=which tony award

If someone is above the title in a show, but their role is a featured one would they be considered lead unles petitioned by the producers to be featured or are they featured from the get go? Can you direct me to a website which explains?

This is why the Tony committee meets and dictates, recent example being Jennifer Hudson in The Color Purple. She's above title, but placed in Featured Actress.

I'm not as sure when it comes to petitioning placement, but I believe that's up to producers and the committee can determine whether they agree.
