In Stone's case, she was the first pick and was going to do it, but the scheduling didn't work out with The Amazing Spider-Man 2. She replaced because playing Sally Bowles was a childhood dream. So yes, if there's someone who wants to play it badly enough to be the replacement, anything can happen. It's just very unlikely.

Also, Williams may have been the more acclaimed actress at the time, but Stone was the bigger star. Even outside Spider-Man, Stone had headlined movies and was a box office draw, which Williams wasn't, and still isn't.
Stone was certainly an exception, but so was the Mendes Cabaret revival, which was able to pull in notable replacements during both its runs. If this revival had been as lauded here from the get-go, it maybe would be able to attract bigger name replacements.
Also Sam Mendes directing couldn’t have hurt because the connection might have been good for perceived further opportunities in film or beyond.
Cabaret needs Billy more than it needs Marisha.l though. Clearly the problem is not finding talented actors the problem is finding names that will sell tickets. It’s time to get David Hasselhoff or Jerry sprinter in or something but the show must be edging towards life support now.

If I remember correctly, Damian Chazelle saw Emma’s performance while he was developing La La Land, which later went on to be her first Oscar winning role.
