Apparently when the Encores did the production back in 2001 it was around the time of 9/11 and after that they didn't want to move Hair to Broadway. That was the plan but when 9/11 happened they decided not to move it to Broadway.

Having seen the original Toronto production of Hair in 1970 at The Royal Alex and considering it at the time as a splendid send-off to the previous decade, I resisted going to see the Canstage version until I was dragged to it by a friend who got tickets.
It was so unbearably appalling we fled within minutes.
