It's a great Cole Porter song, written for Jimmy Durante in Red, Hot and Blue, the show he starred in with Ethel Merman.
Fitzgerald doesn't trust the material and overplays it--badly. It's only funny when it's deadpanned.
Cabaret singer Jeff Harnar performs it in a Jimmy Durante imitation.

Yeah, I can see it working better if it were played truthfully instead of hammering on the jokes. It is still an odd song.
