The tour manager has NOTHING to do with bringing a touring show to a particular city -- the city's venue does.
When a national tour is announced, theatres around the country put in a request and this determines which cities get the tour, etc. The production states the cost of the touring production and theatre's determine if they can afford it, etc. Most can't afford the full-scale 1st National Touring incarnation which is why most tour's visit cities on their 2nd leg when the tour is scaled down and more affordable to book.
The tour manager only handles managing the touring production on the road.
