I saw Dirty Rotten Scoundrels two nights ago, WickedOne; I know there's dancing in it. I also know that I don't even remember Butz doing any dancing, unless you count his jumping around during "Great Big Stuff." Why not give the award to Dan Fogler for "Magic Foot"?
I can't find any rules regarding what qualifies a dancer for the Astaire Awards, but I have a feeling that technically they may not have been allowed to give Charlotte d'Amboise the Female Dancer award because she's not a regular cast member of Sweet Charity and she's been playing Roxie on Broadway, on-and-off, for many seasons. By not granting a Female Dancer award and giving her a special citation, this may be the committee's way of getting around that.
As far as Butz goes, he does a lot of difficult eccentric movement in DRS. You may not want to call it dancing, but it certainly requires the same skills. (Think along the lines of Ray Bolger.) I'm not saying he definitely derseved the award, but that may be what the committee had in mind.
I don't know which one is worse: Butz winning 'Best Dancer', or Donna Murphy.
Were there other nominees, or...?

now donna murphy actually deserved it last year. she had a very physically demanding role and danced a lot. butz is a different story. dry, that's what i think as well, they were just trying to recognize her somehow...
Donna Murphy definitely deserved that award last year. Don't even get me started!
Good for Charlotte. She truly deserved it and has gorgeous legs.
