Perhaps the question should be reworded to suggest something along the lines of when a shows "biggest", "most memorable" (or similar) song goes to a character that is relatively minor or isn't technically the lead.
So I'd included "Someone Else's Story". Sure she's important, but it's practically her only song.
Others, like the aforementioned "Another Suitcase in Another Hall" are more clearcut.
