Equity members are always seen first at Equity open calls. If there is time and the casting people choose to see non-eq then they'll see as many as they have time for.
If the audition is for something famous and relatively new then it will be a popular call and non-Union will be less likely to be seen. If it's something that's been around for a bit or has very specific casting requirements, odds of seeing non-eq are better.
Often shows do general open calls where Equity doesn't matter and anyone who signs up gets seen (or possibly typed out). If there are a lot of young roles or unusual skills or ethnicities odds of a true open call are higher.
