The Toronto production was a third company, not the touring company. That production closed permanently, and a few of the cast members have since moved to the Broadway and National Tour casts. The likely hood of another production in Toronto is very small. (Until the performance rights are released, anyway).
Gah...I agree though that I wish the tour came to Toronto. Since half the cast of the tour is from the Toronto cast anyways. I can't beleive that Mama Mia lasted 5 years in this city, and Hairspray only like 8 months.
