Well to me Phantom is as close to an opera as one could get. I mainly say that for a few single songs in it. I myself consider it a musical and not an opera.

My Fair Lady

Except that it's not. Watch an opera sometime and you'll understand.
Wasn't this thread originally which musicals have the best book?
Some people need to keep in mind the difference between "greatest" and "favorite." Rent and Wicked, for instance, are two of my favorites, but I wouldn't call them greatest.
West Side Story (okay, this is is also my favorite...because it's so great!)
Gypsy (one that's not my favorite...still, it's great)
Fiddler on the Roof
My Fair Lady
Sweeney Todd
Maybe I'd switch My Fair Lady and Fiddler on the Roof at another time...but I'm playing clarinet in a community theater production of Fiddler, so I'm a little biased towards that. (even if I wasn't, it would definitely be at least 4th on my list)

My votes for greatest (not necessarily favorites or in favorite order)
1. Miss Saigon - epic, sweeping melodies, cultural relevance, historic, didactic, tragic, emotional, mature, comedic and dramatic
2. Phantom of the Opera - it's a greatest (IMHO) for its historic reach into main stream culture (bringing in the audiences for over 20 years) and the cross over of opera and musical theatre
3.Les Miserables - historic, epic, emotionally mature, beautiful melodies, etc.
4. RENT - because of its place in musical theatre history, its content, its journey, and its current and historical relevance
5. The Lion King - incorporation of dance and artistic expression along with dynamic design (I actually get bored of the story and despise children singing on stage but this piece was innovative)
