I saw wires. But I think they were attached to the pieces of bridge that go WOOOOOOOOSH!! from under Javert's feet before he takes wing.

I'm fairly certain it's some sort of lift...As already mentioned, after his fall, he exits through an opening through the back of the set. It seems like he's being pulled almost horizontally, which I don't think can be achieved only with wires.
