I had the same first thought as you, but now I think it could very well be Halloween make-up. That is what the article is about, after all.

I thought about the Halloween costume angle as well, but the rest of her outfit doesn't seem to be a costume.

It's very obviously makeup. The headline would read "Tony Award-Winner Suffers Disfiguring Scar" if it were real.
