Probably not, especially with the the tour that has kicked off pretty recently.
It was filmed as part of the PBS "Live from Lincoln Center" series, the contract of which only allows for one broadcast (and technically one or two repeat airings within the same week).
Unfortunately, the bigger part of the contract forbids any kind of commercial recording or home video release, so you won't ever see the broadcast for sale.
There have been lots of wonderful "Live from Lincoln Center" television airings: A LITTLE NIGHT MUSIC, PASSION in Concert, CONTACT and of course PIAZZA: all only aired once and never again. They of course are all "out there" - you just have to find somebody who taped them from home.

It might be available for viewing at the Lincoln Center Branch of the NYPL. I know they have a few of the pbs airings (and they aren't restricted since they aired on television, unlike the Broadway archives).
Solstrom lives in France. I know ...someone... who is willing to make him a copy of the DVD, but will it work in France? They use a different system, correct?

Yes - he'd need a multi-regional dvd player.
Well, unless Solstrom's DVD has been commercially released or authored using fairly high-end software, it probably hasn't been "regionally coded." That's a system used to isolate different buying markets by DVD distributors, and has nothing to do with video formats.
But his DVD is very likely in the PAL video format (used in Europe)... so unless you have a DVD player and/or a TV monitor that will display PAL video, you're out of luck.
Couple notes:
North America uses the NTSC video format. Just an FYI.
You can watch a PAL DVD on your computer... as long as it isn't regionally coded. Computers use "square pixels," therefore they are capable of playing NTSC or PAL.
Most (but not all) commerically released DVDs today are regionally coded.
Okay... wait. Solstrom is GETTING the DVD, not giving it, right?
Same info applies about regionally coding... but nearly ALL European DVD players and TV monitors will play NTSC video now... so that should be fine. Wouldn't hurt to double check if the particular player will do that first.
(I wish our NTSC players and TVs would play PAL, though!)
