I would guess the honor would go to Chita when she sang the lyric "scratch my back" from THE RINK'S The Apple Doesn't Fall Very Far.

On an old poll, Chita was picked for THE RINK with an A sounding a tenth BELOW middle C.

Christine Ebersole also hits the same note when she first sings the word "man" in If I'd Been a Man from War Paint

Close to them would be Betty Buckley in Carrie "When there's no one" though she sings one and half notes higher. 

 

However, Mary Martin sings even lower in Do Re MI, when she descends to do, at the end do ti la sol fa mi re...do, around a third lower than Chita and Christine Eversole

The distinction should be lowest note sung by a cis woman, as there may be some trans women who have sung lower (solo or in ensembles).
