You need IMDB to clarify?
The fact that he looked like Norm Lewis wasn't enough?
The fact that he talked like Norm Lewis wasn't enough?
The fact that his name was in the opening credits wasn't enough?
The fact that there were stories and press releases written when he got cast in the show wasn't enough?
The fact that Norm's website's homepage mentions he has joined the cast of Scandal wasn't enough?

IMDb is the worst at TV credits. Especially with future, already shot but unaired episodes.

As for Norm, it looks like a multi-episode arc at least. Good for him.

Yes, IMDb is typically a great place to clarify such things.

Just because it looks like him doesn't necessarily mean it is him, hence the need to clarify. Looking like him is not enough.

Not many people hear Norm Lewis speak on a regular basis, so no talking like Norm Lewis is not enough.

If someone tunes in on time to catch the opening credits, many do not pay attention to them, hence the need to clarify with another source. So no, his name in the opening credits may not be enough.

I am certain that most people in the world never saw any stories or press releases about him joining the cast. This means that stories and press releases may still not be enough.

I am also willing to bet that most people are not regular readers of Norm's website, which is why the OP went looking on IMDb. Obviously this means that information posted to Norm's website is till not enough.

IMDb is a resource used by millions, it is generally trusted, but is user operated, and still faulty at times, which means that IMDb may also not be enough. This is why he asked the perfectly reasonable question here.
