There was no tier system when I was there- it was first come first serve to grab available posts, so those with more open schedules were able to get them.
But the Delacorte requires more than two dozen staff members a day, between box office, ticket takers, line people, and actual ushers. Even with minimal programming downtown, there's no way for it all to be fully staffed without hiring seasonal people.
Again, the fact they've even put up a listing in the last week looking for staff suggests this is the case.
