It does seem odd to trim it down mid-show week? Like why not implement those changes in the next stop? That does seem odd.

Usually cost and personnel availability. Might've been cheaper to do it Seattle than wherever they headed next (as presumably there was a work call for the crew, including local crew, the days they did these changes)

It's very possible they knew they wanted to get it done before a certain date and the week they did it was what worked best for all parties.

Most people don't see tours multiple times so from the producers perspective people won't know what changed.

It’s especially odd considering they’re about to have a week and half layoff between Costa Mesa and San Diego. That’s when things like this are usually done.

That's not when "things like this are usually done".

I'm positive it required at least lighting (and given that BTTF has a lot of projections - projections) changes, the only time to do that would be when the show was sitting in a theater.  If you're cutting or adding scenery you're doing it onstage.  If it affects the cast and blocking, you're doing it on stage.  You're not doing it on a week and a half layoff while the trucks make it down the coast.

They're not doing these changes on the day they load-in and open in a city so that leaves the days following.  AKA the middle of the run in a city.

There is nothing "odd" about this - just people not understanding whats required to make changes to a tour (which again, not unusual!).

I also wanted my money back after sitting through that show on Broadway.

What was wrong with the show?
