I actually wondered why some playbill covers are in black and white and soome are in colour. Is there a reason for this? Saving money?
That's exactly it -- black and white Playbills are cheaper than color ones.

Not necessarily "cheaper." They're free, courtesy of the advertisers.
For color bills, the producers pay a charge.
