I'm afraid The Little Mermaid is too ambitious mainly because of cast size and it taking place almost entirely in the water. Dirty Rotten Scoundrels is an excellent suggestion. Someone had brought up the show Lips Together, Teeth Apart, I'm not entirely familiar with the show but know it takes place at a beach home on Fire Island, is it any good?

When she says "I left the dishes in the sink" you realize the whole thing has actually been taking place her in her sink!

And "Im Still Here" is a song sung by one of the dishes in the sink to highlight what a horrible housekeeper Sally is.

There was a brilliant production of TWELFTH NIGHT that incorporated water back in the 1990s at Lincoln Centre. And just a few years ago, someone did a production of GODOT that used Hurricane Katruina as a concept and put the two clowns on top of a house that was up to its eaves in water. The other characters arrived in small boats; the whole thing was amazing to watch.
Dont feel restrained by "what show has water in it?", but rather, as these examples did, think what show could be amplified by the concept.

You could do The Wind in the Willows musical with an actual boat. I don't know why the stage musical decides a boat is the most important vehicle in that story, but it's used all the time to get Mole and Frog to their next destination.

Have you thought of maybe doing a straight play version of Hans Christian Anderson's The Little Mermaid? The original is very different from Disney's and there are some great opportunities for creative staging ideas.

AIDA has a "swimming pool" scene for Amneris and her servants before the fashion show.
You could do ROCKY HORROR and use the pool scene from the film, I guess...
