There are some shows that need huge sets, a large orchestra and an all together large scale. There are other shows that have such beautifully written scores and books that all they need is worthy actors to be memorable. Not to say large scale shows are not good but on broadway these days we tend to get shows on massive scales that would be much more successful if work was done on their books or scores. That is why some of the best shows these days are shows of simplicity. Title of a Show, Xanadu, and Spelling Bee are all very close in many of our hearts. Another example is the current revival of Gypsy. it is a well known fact that it was on a small budget, but the superb book and score and phenomenal and brilliant performance that make it a stunning production. Simplicity in theatre is sometimes what we love the most. So please share your favorite shows of simplicity.
Sunset Boulevard. The new London production proved it doesn't need to be all extravagent.

I am most likely going to list a cliche when it comes to this. But, I must say that my favorite simple show of all time has been and will be The Fantasticks.

I second The Fantastiks.
By your criteria of small cast, orchestra (anyone else find it ironic that Gypsy was included on the first list with that huge orchestra? :P), etc., I would also say Next to Normal.

If a show HAS to have a big production to work, then it needs rewriting. Would Phantom work without all the stuff? I have always said Cats would have been a better show done stripped down.
Any show that is truly good can be done on pretty much a bare stage (or in the round) with few props, a suggestion of costumes and very basic lighting.
We often find out what shows are good when they are given an Encores-type production.
Sometimes a sumptuous production enhances a show, but sometimes it tries to hide shortcomings.
Edit: Follies is one of the very few shows that need "more is more".
When I think simplistic show, I automatically think along the same lines as a few others and say The Fantasticks.
