I mean there are cigarettes that blow smoke and look kinda real (I used to teach HS and they did Grease and used them because obviously they don't want teenagers smoking), but still.
This is ridiculous. As long as there is notice in the program and lobby about the use of cigarettes in the production, they should be fine.
Unfortunately, they are not fine. There are some other threads floating around where it was made clear that theatrical productions were not excluded from the ban.

No, they wouldn't (and haven't) use real cigarettes - they've always been fake. I believe it is an Equity rule that you cannot use real cigarettes on stage.
