This tour announcement seems super early to me (though maybe I'm wrong). Is there a strategic reason to announcing now? (Is the hope to woo Tony voters by making clear this thing plans to tour the country?)

I think that's exactly right. Lots of Tony-nominated shows have historically announced tours and extensions during this post-nomination period to drum up some support.
