Norton would have been a sure thing in Featured. Putting him (and Johannson, while we're at it) in their respective categories is a huge mistake.
^ I disagree. Norton has a better chance in leading than he would have in featured. He wouldn't be nominated either way, but he has a better chance over Cheyenne in Leading than he would over Chris Fitzgerald or Chuck Cooper in Featured.

The Playbill report is wrong about 'White Christmas' being Tony-eligible for Best Musical Revival. Only the actors are. I suspect you will see a correction or revised story soon.

What does the eligibility mean? They announced eligibility for Quentin Earl Darrington, Robert Petkoff, and Christiane Noll, for Ragtime, but did not mention Bobby Steggert. Does this mean he is ineligible?

Oldschool- In general Actors with their name above the title are considered leading, and those below the title are considered featured. For many shows the producers ask the Tony Committee to consider changes (In Angela Lansbury's case she is obviously above the title, but she performs a featured role). The committee meets to consider shows in bunches a few times a season.
The entire cast of Ragtime was below the title, but the producers asked for those 3 to be considered leading (possibly more but they might have been denied).
The producers can also ask for other changes. For example the recent Sunday in the Park with George had projections (usually considered lighting) that the producers asked be voted on for set.
