Does anybody have any guesses as to who it will go to? I think last year it was pretty obvious it was Tracy Letts/AUGUST...

Blasted is far too old to be nominated and also written by an English playwright. I cant think of an example of a non-American winning this award.

I thought I remembered hearing somewhere that it isn't necessarily awarded every year -- is that true?

Yeah, most recently in 2006, there was no award given for Drama.

RUINED, a complete masterpiece, deserves this award.

However, the Pulitzers in Drama are awarded, according to the site, "to a distinguished play by an American author, preferably original in its source and dealing with American life."

The "dealing with American life" part might hinder its chances, ever so slightly. There have been exceptions, such as Diary of Anne Frank, of course.

33 VARIATIONS? Hardly. It's neither a new play (it premiered a few years ago) nor groundbreaking in the way that RUINED is.
