They added new songs to NYNY to flesh it out into a proper musical (which the film is not) and serve the story.
I don't know the percentage breakdown for the score of NYNY, or the percentage of new material needed for a score to qualify, but the NYT said six songs are by LMM & JK, a few are by Kander alone, and the rest are by K&E.
When was the last time a Tonys host never actually appeared on Broadway? It's only a matter of time for Mulvaney -- she's so talented and is building up a following -- but can't imagine the Tonys would put someone front & center whose main cred is very online TikTokers, who most of the general/ticketbuying public has still never heard of.Hosting the red carpet or a backstage cam would be a different story!

The American Theatre Wing doesn't have a set rule, but generally, any show with more that 50% new music is in the clear. If the trunk songs by K&E that have never been perfomed before count, would that get the score over the threshold?

I don't know, I haven't seen the show or a songlist. But some revised lyrics to existing songs could help their case too.
If anyone who's seen it can provide/annotate the songlist, that would be interesting to see!
