Yes and Yes. And the role of Lockstock is more of a spotlight role for a character actor than you seem to recall. Tom Hewitt played the role on tour. Reviving this musical seems no more odd than reviving something like Follie or She Loves Me. In fact, I would love to see the London production on Broadway. The biggest hurdle for a revival of Urinetown will be a production that is equal to or better than the staging and direction of the original, which was perfection.
And no for Janney or Gasteyer as Miss Pennywise. They don't have the vocal power required for Privilege to Pee.
Janney certainly doesn't, but Gasteyer is a very strong singer.
Gasteyer played Elphaba on Broadway (and I believe in Chicago) and also has done Fanny Brice regionally. I can't imagine she couldn't handle Pennywise.
