I know they've tried a lot to help the show, but it seems like Bono and Edge have been totally checked out for a while now, deemed this show beyond hope...

Well, they are in the middle of a world tour. I suspect that in the very beginning they had the time to work on Spider-Man. Someone correct me if I am wrong but work on the show started before their tour was to start. Throw in Bono's injury, the make-up dates for their concerts and the delays with the Spider-Man production and you probably have the major reasons they aren't around.
Now as far as them writing new music, it seems they were viewing the show via Skype from Australia so I don't know why they weren't able to write new music.
