You buy a ticket to a show, and they hand them to you when you are being seated.

If you're looking for old Playbills, there is a thrift store on 43rd and 9th that sells them. I once picked up Sisters Rosenzweig and Dance of the Vampires there.

just curious - what are you planning to do with them? I have 40 years worth of Playbills and won't throw them out but never look at them

You could also wait for the flea market to come back if you're looking for older ones in particular.

Last year during the run of the Pride Playbills in June, I was able to get several Playbills from the box office staff at several theatres just by walking up and asking.

I've seen people do this successfully as well. If you're in the area, this would be my first suggested option.
You can also tell them that you went to the show 'the other day/week/month' but left your Playbill behind, can you please have another copy, etc.
People seem to always be wanting to offload them on this board as well.
