Dynamic, force-of-nature type leading actors.
Musicals based on substance over spectacle...
thus lowering the price of producing the shows...
thus lowering the price of tickets...
thus bringing a new audience into the theatre that years of inflation have priced themselves out of.

It's not a question of "need", really, but "want". Broadway doesn't "need" anything, but its "wants" are as cyclical as any other business. Right now, the trend is to big, mindless musical spectaculars, and if I had the opportunity and the talent available, I'd do something like a big, splashy musical adaptation of material that's just familiar enough to have potential: a musical based on PILLOW TALK, maybe.

Broadway needs some new musicals that can combine wit, genuine emotion, and a little showmanship. Lately we seem to have to settle for one out of three. If we get two out of three, we feel blessed.
Broadway also needs a genuinely funny comedy - like Neil Simon USED TO to write. There hasn't been a hit comedy since Tale of the Allergist's Wife.

I think it needs a darn good revival of Sunday in the Park.
I don't think you were looking for a specific show, so I would say it needs people who are involved with projects because they believe in what they are doing, NOT because they are looking for a way to make money. *sigh*

I would love to see a revival of SUNDAY IN THE PARK. I don't think it would do well, but I would still love to see it!
