The entire academy only votes on the big awards--Best Album, Best Song, Best New Artist etc--and for the remaining gazillion categories--Polka (I kid you not), Classical, R & B, Country, Cast Album and so many more--a member must select x-number of categories in which to vote. When I last had occasion to know what that number was, it was 8 categories out of dozens allowed per member. So the actual number of NARAS members who elect to vote for cast album is a small fraction of the membership at large.

I believe voters vote in three fields and up to ten categories within those fields (plus the four General Field categories). So yes, only the voters who choose to vote in the Musical Theater field vote for this award.
