The Pajama Game folks ALSO announced that spring that, in addition to a tour, they would be returning to Broadway that fall for a commercial run, which ultimately did not happen.

Actually happens? It's on the tour schedule for several cities already in their Broadway series. It's happening.
The tour is not currently going on. It is PLANNED- three years after they won for being "more tourable" and two years after the Sweeney tour started its run. Why divert the discussion into an argument over semantics when that's not the point at all?

God, I am so sick of these theories and arguments around tour promises.
IN THE HEIGHTS is extremely tour-able.

I saw some thinking In The Heights was many different "Heights," Bronx etc. But it doesn't mean people won't like it. It will translate very well. I'm excited to see it tour!

Yeah, I think part of the problem with this theory is that both Spamalot and Pajama Game received very favorable reviews (especially Pajama Game, which were glowing). And for the record, Piazza went on tour, too. I mean, did people predict Spring Awakening would be the biggest money-maker to tour when up against Mary Poppins? I hardly think so. Or what about Passion vs Beauty and the Beast? Do you think the Tony board thought it really was in their best interest to make a point by crapping on Disney or that Passion would be some sort of huge cash cow if the award was about money? Their point was made and quickly forgotten as Disney laughed itself all the way to the bank and took the top prize a few short years later against the cult favorite, Ragtime.
IN THE HEIGHTS is extremely tour-able.
Anything is "tour-able". Doesn't mean people will attend. Houses for Sweeney and Drowsy Chaperone on tour are quite dismal. I just don't think In the Heights has yet generated a huge interest.

I'm sorry but there is absolutely NO WAY Cry-Baby is going to win Best Musical.
