Isn't this planned as a nonmusical modern set remake? Or have things changed since the last lengthy disussion of this?

It's a musical. We know it'll feature "Tomorrow" and "Little Girls". It will also have a new ballad for Miss Hannigan/Benjamin Stacks.

We're just not sure what else will remain from the show versus new material from Jay-Z. Although, now knowing that Charnin had script approval makes me think it'll be at least some-what faithful.
