a Michael Jackson jukebox (Thriller)
the next logic step in the equation would be either a Madonna or an Elton John jukebox show.
It's not going to happen. John Landis' lawsuit killed the deal.

At least two Meat Loaf jukebox musicals are in the works.
As far as Elton John, one musical of his songs, Tumbleweed Connection, has already gone up, but it wasn't technically a jukebox show as much as a "real musical," since it only used the songs from his Tumbleweed Connection concept album to tell their story, much like "Tommy" isn't a jukebox musical, but just a musical.
I think a madonna musical would be good actually....

The short version of the answer to this is that even an amenable agreement will never make it happen, or at least not in the form of a musical called "Thriller" based on the video. A Michael Jackson jukebox musical is more than likely gonna happen, but expect it to be a very different theme, albeit a familiar one to any theatre people worth their salt.
