Can anyone explain to me what is the artistic/ symbolic reason behind casting the actress who plays Edith Bouvier Beale in Act 1 as Little Edie in Act 2?

Because her relationship with her mother destroyed her chances of happiness so she BECAME her mother and that created a good opportunity for theatre and Tony Awards and also as Kander and Ebb once said, "the apple doesn't fall very far from the tree" and thank God for that because what a performance, right?

I don't think it's all that complicated. Only natural that Little Edie would resemble her mother to some degree; they saved money they would've spent on an additional actress...but I think it works and the creators always knew that. I don't think it had anything to do with budget.
