im sorry you feel that way, but im being realistic, there are lots of factors beyond name recognition that go into a persons decision to tour or not.

Often people on tour get more money then those on Broadway.
-They get paid to do the show
-They get free housing
- They get money every day for shopping and food (if they don't use that money they can keep it)
Broadway performers just get paid to do the show

Minimum salary for actors on tour is $844 / week
Minimum salary for actors on B'way is $1465 / week
So though it is the producer's responsibility to acquire housing for the actors, the pay is still substantially less especially when you consider that most actors still keep their apartments in NY despite the fact that they're on tour (ever try finding an apartment in New York?).
But, of course, a job's a job and making $844 a week is a whole lot better than living off tips.

Which is the very reason it's easy for actors to find subletters. Another way touring can be more lucrative - they're not paying rent while they're on the road.
A tour would be a great way to get your name out to the rest of the country. Since Norbert seems interested in getting into television and film, this is a great role for him to be exposed (pardon the pun, considering "Chimp in a Suit) to the rest of the US audiences.
No matter what you think of the show, you must admit he is wonderful in it.
